Report
We mapped 7,722 public bodies in Canada. 16% have no website we could find.
For every public body in open data, from federal departments to school boards and First Nations, we looked for a website in the official and open lists, then looked up the rest one by one. 6,491 of the 7,722 have one on record.

The numbers
What "no website" means here
A body with no website here may still have one. It means no open list we use names one, and we could not find one we could check. Many small bodies have none: villages, improvement districts, water commissions and internal government funds. Some provinces list their agencies' websites only on web pages whose terms may not allow reuse; we copied nothing from those.
By kind of body
Provincial and territorial government bodies have the lowest share of websites on record: 375 of 535 (70%). Federal agencies have the highest: 72 of 72 (100%).
| Kind of body | With a website |
|---|---|
| Federal agencies | 72 of 72100% |
| Federal departments | 22 of 22100% |
| Parliament and its offices | 13 of 13100% |
| Universities and colleges | 289 of 29399% |
| School boards | 364 of 37098% |
| Federal Crown and shared-governance corporations | 139 of 14894% |
| Health and social services bodies | 206 of 22492% |
| Public enterprises | 241 of 27787% |
| Hospitals | 671 of 79884% |
| Other federal bodies | 49 of 5884% |
| Local government bodies | 3,531 of 4,27483% |
| First Nations | 519 of 63881% |
| Provincial and territorial government bodies | 375 of 53570% |
By province and territory
Each body counts in the province or territory it belongs to, and First Nations count where they are. Federal bodies have their own row. Nunavut has the lowest share: 28 of 64 (44%). Ontario has the highest: 1,254 of 1,337 (94%).
| Government | With a website |

| Alberta | 706 of 78890% |
| Saskatchewan | 824 of 1,07577% |
| Manitoba | 309 of 37682% |
| Ontario | 1,254 of 1,33794% |
| Quebec | 1,633 of 1,87287% |
| New Brunswick | 176 of 20885% |
| Nova Scotia | 187 of 20790% |
| Prince Edward Island | 77 of 10871% |
| Newfoundland and Labrador | 225 of 37460% |
| Yukon | 35 of 4283% |
| Northwest Territories | 42 of 7358% |
| Nunavut | 28 of 6444% |
Why the gaps
- Public enterprises: Statistics Canada lists city transit systems and utilities under names no list of websites uses, so we found most of their pages one by one, often on their city's site.
- Provincial and territorial government: British Columbia withdrew its public directory in August 2026, and for most provinces we found no open list of their agencies' websites.
- Hospitals: no hospital list carries websites, and most hospitals outside Ontario are run by a health authority. We link the hospital's own page on its health authority's site where there is one; some authorities have one page for many hospitals.
- Local government: the official lists of municipalities we found for Saskatchewan, Newfoundland and Labrador, Yukon, the Northwest Territories and Nunavut carry no websites. The municipal websites we have there come from Wikidata or were found and checked by us, one by one.
- Prince Edward Island, New Brunswick and Nova Scotia: we found no open list of municipal or agency websites on their open data portals, so we found them one by one. Prince Edward Island's government site turns away automated checks, so some of its agencies are still missing.
Method
The list of public bodies starts with Statistics Canada's Public Sector Universe, which lists the units of every level of government. Federal bodies come from the federal Inventory of Federal Organizations and Interests, and First Nations from Indigenous Services Canada. Hospitals come from provincial lists and Statistics Canada's Open Database of Healthcare Facilities.
Websites come first from the official and open lists that name them, matched to each body by name and province. A name that could match two bodies is left unmatched rather than guessed.
For a body no list covers, we used the website of its Wikidata item, or found its website through official directories, the obvious web address or a web search. We kept a website only after loading it: it had to be the body's own site, or its own page on the site of the government that runs it, and the page had to name the body. We reviewed by hand the sites that name a body only by a newer name.
The counts of public bodies and websites are from the data of 14 October 2026. All 54 sources are listed with their licences. We use no personal data: we cut the federal staff directory down to its units as it loads, and keep no names, emails or phone numbers.
